If I understood you correctly, you are trying to create an new VM in the vCenter Server environment (not on VMware Workstation). In the vSphere environment, VMs are actually created on an ESXi host and vCenter Server is just the manager. As long as there are no ESXi hosts avaialbe you cannot create any VMs.
